I.e. Two separate black people(or more on the lines of sports u could have cyclist with bikes on there roof) get caught for speeding in your community by your towns logic all black people speed(or all cyclist). consequences? lol ban surfing then just give another local town the business? I don't know how surfers can stand speeding with the hum/air resistance the boards give unless u spend like 30min duck taping all the loose straps. I'd say its the locals who us the road every day and then someone thought they where clever at your town meeting by putting two and two together, uhhh I saw surf board on a car(was that the speeding one? hmm can't seem to remember must have been) phft oh well all surfers speed!!!! and they litter and eat babies.
